MCPAW (Miami County Partners for Animal Welfare) is an Ohio 501(c)3 nonprofit founded and run by community members from throughout Miami County. Our current capital campaign is directed toward raising funds to build a new, no-kill animal shelter with expanded capacity to meet the needs of companion animals and community members.
Built in 1971, the Miami County Animal Shelter has since become dilapidated and insufficient for its intended functions. Expansion is needed to meet the current needs of Miami County companion animals and ensure the ongoing safety of the staff, community volunteers, and visitors who care for them.

A resident of Troy with her husband Chad, Heidi has three children, Holden, Camille & Simone and two dog children, Laika and Astrid {both rescues}. As a volunteer in animal rescue and shelter awareness for over twenty years, Heidi recognizes the urgent need for a new animal shelter, and is excited to be part of bringing a new, state-of-the-art animal care facility to the Miami County community. Outside of MCPAW, Scribner is a self-employed Graphic Designer/Copywriter. The 2013 Shirley Culp Davies Memorial Outstanding Young Woman of the Year, she has extensive nonprofit board experience with organizations like Dayton Childrens Women’s Board, CASA/GAL of Miami County, Troy Hayner-Cultural Center, and many more.
A 2001 Cum Laude graduate of the University of Notre Dame, JJ serves his community as vice president of the Miami County Partners for Animal Welfare and president of the Troy High School Soccer Parents Association. He is also past president of the United Way of Miami County and the Miami County Humane Society. A Miami County native, Frigge currently lives in Troy with his wife (Lisa), daughters and furry family. They are all passionate about pets, with dogs, cats, rabbits, guinea pigs and a turtle in their home. JJ is President of Hartzell Propeller in Piqua.
Rickabaugh founded and operated his own CPA firm for 15 years in Dayton before selling to a larger CPA firm, then became Chief Financial Officer for a nonprofit behavioral health organization in Dayton for eight years prior to retiring. Rick currently operates a part-time tax and accounting practice. Married with two grown children, Rickabaugh is currently the proud parent of a yellow lab mix, a golden retriever, and three cats. With the exception of the golden retriever, all are rescues, as were most of the dogs and cats that preceded them.
A Certified Positive Dog Trainer and Canine Good Citizen (CGC) Evaluator, Susan has been a rescue volunteer and coordinator for over thirty years. Smith is experienced in fostering, transport, lost dog search, and rehoming. Having previously worked as an Emergency Vet Tech and Senior Animal Laboratory Technician, she specifically sees the need for the new veterinary clinic. Smith has additional community service experience as the Donor & Event Manager and as a volunteer for the American Red Cross. Smith served seventeen years as Club Secretary for the Piqua Rotary Club.

With a background in real estate and a successful career at the USPS, she is excited to use her skills to support the mission of building a new animal shelter in Miami County. Her love for her own rescue dog, Bella, inspires her to keep working toward a better future for furry friends. When Pat isn’t focused on MCPAW’s projects or real estate, she and her wife, Jodi, enjoy exploring new places, spending time outdoors, and relaxing at home with Bella. She’s proud to be part of a team making a positive impact in the community!

Michael Clarey serves as the Chief Administrative Officer of the Miami County Board of Commissioners. The majority of Michael’s career is in economic development at the state, regional and local level. Michael has been with the county since 2021 and takes pride in the relationships he has built with business leaders, non-profits, residents and community leaders in the county’s townships, villages and cities. In his free time, Michael spends the majority of his time with his two sons, Kellan and Sebastian as well as his two dog-sons, Ryder and Bear!
I began my career with Miami County in March of 2001. I was hired at West Central Juvenile Rehabilitation Facility as a Youth Leader. I was promoted to the Third Shift Supervisor in 2009, and the Second Shift Supervisor in 2020. In 2021, I was sworn in as the Miami County Dog Warden / Shelter Director. In 2022, after completing the Humane Society Humane Agent Training, I was duly appointed a Humane Agent. I’m an active member of the Ohio Animal Welfare Federation, and participate in their annual Statehouse Day to lobby representatives to promote the well-being and humane treatment of domestic animals. I’m also an active member of the Ohio County Dog Wardens Association, and have proudly served as the Southwest Director since 2022. I value the public we serve, and the homeless pets in our care. As the Director of Miami County Animal Shelter, I strive to provide a clean, comfortable, and healthy environment for our adoptable pets, and advocate for the safety and wellbeing of those companion animals not able to speak for themselves. I have always had pets in our home, and enjoy spending time with my dog Bernie, that I adopted from MCAS.

A huge thank you to the PAWsome Donna Meade for once again photographing community dog and cat family members for the holidays. The event raised an amazing $1512 toward our new animal care and adoption center. Donna photographs our shelter animals all year, and we are so thankful for her always.
